Brive beat Harlequins 36-20 at Parc Municipal des Sports in Brive on Sunday, but lost the quarter-final as Harlequins had beaten them 36-17 in the first round.
Gregg Davies, the Edinburgh referee, who has been climbing the refereeing ladder, sent Welborn off for stamping.
The match commissioner Michèle Alguacil of Paris heard the case in Brive on Wednesday and suspended Welborn for three weeks, that is till February 22, 2004.
Welborn, who is 33 years of age, played in six Tests for the Wallabies.

Five players have been cited for no fewer than 12 actions against Wasps in Perpignan last Sunday’s Heineken Cup encounter.
During the match the only Perpignan to receive a sanction from the referee for foul play was hooker Michel Konieckiewicz - for stomping in the second half. Two Wasps players were penalised for foul play - Craig Dowd for a slap and lock Martin Purdy, who was sent to the sin bin for a punch which appeared to end short of its target.
The Catalans cited are Konieckiewicz for two incidents of stamping and two incidents of punching; Argentinian lock Rimas Alvarez Kairelis for stamping, head-butting and illegally using the fore-arm; flank Lionel Maillier, who has played for France, for punching and the illegal use of his fore-arm; flank Bernard Goutta for stamping and illegally using his fore-arm; and prop Perry Freshwater for stamping.
