The OAS is based on the International Union of American Republics 18901910 and Pan-American Union 191048, set up to encourage friendly relations between countries of North and South America. Cuba was suspended from membership in 1962. Canada held observer status from 1972 and became a full member in 1990. Belize and Guyana were admitted in 1991, by which time OAS membership had expanded to 35. Its headquarters are in Washington DC.
Initially the sun and moon had human faces, but they were removed when the flag was updated in 1962. The flag is said to express the hope that Nepal will endure as long as the sun and the moon. The blue border symbolizes peace. Effective date: 16 December 1962.
