British Conservative politician. As minister of education 194145, he was responsible for the 1944 Education Act that introduced the 11-plus examination for selection of grammar school pupils; he was chancellor of the Exchequer 195155, Lord Privy Seal 195559, and foreign minister 196364. As a candidate for the prime ministership, he was defeated by Harold Macmillan in 1957 (under whom he was home secretary 195762), and by Alec Douglas Home in 1963.
Butler was born in India, the son of an administrator, and he was educated at Marlborough and Cambridge University. He was elected member of Parliament for Saffron Walden, Essex, in 1932.
