From Cuba he returned to Spain in 1515 to plead for the Indian cause, winning the support of the Holy Roman Emperor Charles V. In what is now Venezuela he unsuccessfully attempted to found a settlement of free Indians. In 1530, shortly before the conquest of Peru, he persuaded the Spanish government to forbid slavery there. In 1542 he became bishop of Chiapas in southern Mexico. He returned finally to Spain in 1547.
