International Traffic in Arms Regulations
US laws which prohibit the export of strong encryption by classifying it as a munition. Non-US users of common products such as Netscape and Lotus Notes are affected by these laws, as outside the USA American software suppliers must weaken the encryption built in to protect sensitive data.

In the mid-1990s several bills were introduced into the US Congress attempting to change these laws.
