Herzog was born in Offenburg, near Strasbourg, but emigrated to the USA and studied at the Case Institute of Technology. He has alternated academic posts with working in industry. In 1963, Herzog joined the Ford Motor Company as engineering methods manager, where he extensively applied computers to tasks involved in planning and design. Herzog remained as a consultant to Ford after his return to academic life. In 1965 he became professor of industrial engineering at the University of Michigan. Two years later he became professor of electrical engineering and computer science at the University of Colorado.
The quetzal, the national bird of Guatemala, symbolizes freedom. The blue bands stand for the Caribbean Sea and the Pacific Ocean. The weapons represent the defence of liberty. Effective date: 15 September 1968.
